Just to mention it:

  The problem has been reported earlier to some mailing list
  (probably "zope@zope.org").

  Result: fsrecover from 2.6.1 creates an essentially empty file,
  fsrecover from 2.5.1 works fine.

Thus, probably a (trivial) bug in "fsrecover".
