Note, this fix still isn't on the trunk as of Jan. 31st 2003, only on the 2.6 branch.

Object of type "File" shouldn't be modified at all, but Zope inserts <base> tag to text/html files, what more, this tag is incorrect!
Example:
<base href="http://foo.bar/text.html/" />
The slash after the file name shouldn't be there.
