management_page_charset property in ZMI could not be set
to windows-1251, windows-1252 etc. 
Python 2.1 version which is distributed with Zope does not support theese names.

Replacement of lib/python2.1/encodings/aliases.py with the same file from python 2.2 or later distribution and recompilation of Zope solves this issue.
