/Zope/skel/runzope.bat.in is out of date and is trying to call "%ZOPE_HOME%\bin\runzope.py".  If I update it to more closely match the Linux version (runzope.in), which calls "$ZOPE_HOME/lib/python/Zope/Startup/run.py" it seems to work fine.
