The characters 'Ø' (\xD8) and 'ø' (\xF8) are missing in the list of uppercase/lowercase characters in lines 20-21 of ISO_8859_1_Splitter.c

This causes e.g. the name of the danish capital 'København' to be split into two words 'k' and 'benhavn'
in the vocabulary.
