The problem also applies to Unix. "make install" does not install utilities/ZODBTools since there are no entries in setup.py. I suggest that we should copy the files to 
$SOFTWARE_HOME/bin/ZODBTools.

I was looking for checkbtrees.py and couldn't find it anywhere.

I had a hunt on a Linux box and found it in /ZODBTools of the source tree.

It appears this whole directory isn't installed or included in the Win32 distro for Windows.

It really should be ;-)

Are there any other directories that have been similarly lost?
