It is the install process which fails rather than the build.

I just added http://collector.zope.org/Zope/1531 with my understanding of the build process.  WINDOWS.txt in that bug shows where this error occurs.

"setup.py build_ext -i" works fine for me tonight on Zope-2_7-branch.  Maybe you should upgrade to Windows <wink>.

setup.py references a version.txt which does not exist in CVS.
