It is basically a usability problem. Maybe it should be solved in the skins displaying the folder contents. Or in the application: for content management it makes more sense to see a folder as a stack: the newest and most relevant item is at the top.

Adding an item to a preordered list of objects at the end is the most logical way. Adding something in front of a preordered list makes little sense from the logical point of view.

When adding an item to an ordered container is is added at the end. Since typically one adds an itenm and after that edits it sometimes it would be more user friendly if the new item appears at the top of the container. 

This is especially relevant for plone users who can not easily sort in folder_contents (and who often have many items in a folder)
