I can reproduce this (the traceback is not very helpful, is it?)

$ ./bin/zopectl adduser user password
Traceback (most recent call last):
  File "<string>", line 1, in ?
NameError: name 'transaction' is not defined

Ran into this when I wanted to reset my Data.fs ... I deleted the files, tried to add a user, and "voila".  This happens with Zope properly shutdown.

For now I use a backup inituser file ...
