Hmm. Why not use the WinBuilders here?

I'll review the steps and throw them in, when I got time. Could take a couple of days, though.

Attaching WINDOWS.txt for the doc directory, plus a patch:

* INSTALL.txt points at WINDOWS.txt
* Make 'build' be the default target - this isn't strictly necessary, but means that once the makefile has been generated, a simple nmake does the right thing.
* makefiles ignore rm error codes when cleaning.
* Configure.py just says to run 'nmake' now 'build' is the default target.
