[Zope-Perl] What is the dsitutils package?

Hi all,

I am trying to get pyperl-1.0.beta.3 installed. I have pyton-1.5.2,
perl-5.6.0 build 620 and gcc-2.9.2. From the README of the Python::object
perl-module, I understand I need to install a "Distutils package version 0.9
or better". What is that? Is it a gnu-package? perl-module? python-thingy?
Where can I find it?
