The rotterdam layer, which is zope.app.rotterdam.rotterdam, doesn't
include the default layer. The correct spelling of a skin that wants to
use rotterdam AND the default is:

> <browser:skin name="wiki" layers="wiki zope.app.rotterdam.rotterdam
> default">

This is a bit confusing because the Rotterdam *skin* does include the
default automtically. We are keeping the *layers* as discrete as
possible to make their user more flexible (and explicit).
