I thought your earlier opinion was that it wasn't necessary to have a 
bootstrap.py in each project.  I tend to agree.

Instead of having a bunch of copies of bootstrap.py, I'd rather have a 
well-known location to get it if you really need it and use the 
buildout's bootstrap ability otherwise.
