Since this seems to be a renaming of zope.app.error, it would've been 
good if this were created via 'svn cp'. Now zope.error's files have lost 
all version history. One of the reasons why we moved to svn in the first 
place was to avoid having to lose version history.

Also, I'm confused about this renaming. I thought the overall consensus 
was that we weren't going to move packages around anymore, after the 
disturbing reactions we got from the Zope 3.2 -> 3.3 changes.

Was there a proposal for this?
