Yeah, I am struggling with that a little bit right now. On the one hand, I 
want to have a changelog for the script changes I am making in zope.release. 
And that's CHANGES.txt. Then I want to keep track of the KGS changes 
separately for obvious reasons. And that's KGS-HISTORY.txt. I decided that 
KGS and zope.release releases are always synced, because the scripts tend to 
be tightly bound to the Zope KGS anyways.

The setup.py file is simply sloppy. :-)
