This was discussed in
https://mail.zope.org/pipermail/zope-dev/2009-October/038036.html and
nobody objected to the idea to move the setting.

It's a policy decision about how you manage your projects and version
dependencies. Different people use different tools for that, so it was
found to be inappropriate to have this setting tightly coupled to the
version definition of the KGS.
