  Update changelog and upcoming version number

The "print old version comment on a separate line" change was dropped
recently, in commit fa0ed7b73baf784c0af121d8e58e059441dd735d.

My gut feeling says 0.4.2 is a more appropriate new version number,
since the changes seem like bugfixes, and Python 3 porting was
incomplete.
