  Test all supported Python versions

(I'm not sure why Python 3.6 was disabled on Travis; the commit message
complains about Python 3.7 instead for some reason.)

  Depend on coverage in tox.ini

Since each tox environment runs 'coverage run ...', it should install
coverage.

  Use zope.testrunner in tox and travis

Life's too short to debug setup.py test.

Also fix coverage reporting to aggregate the same module installed in
different locations.
