My take is that the list represents a distinct "community of interest"
within the foundation:  there may be items which need discussion among
committers, but which are not relevant to (all) non-committer members.

Notification that the election period was opened / closed, for instance,
would not (necessarily) have been interesting to anyone not an elector.
The *result*, of course, is intersting to the foundation as a whole.

- -1 to removing the list.  The "lumpers" should get better mail clients,
and figure out how to folder the mail as they like. ;)  (All my mail
from both lists ends up in the same folder automagically, for instance).

+0 to allowing for non-committers to "audit" the list in some way,
preferably without requiring manual intervention by the list serf.
