[ZF] [bylaws] Member admission process

Current situation
------------------
According to Paragraph 4.4, prospective membership applications
must be voted on after a 10 day notice period and require a majority  
of existing corporation members to succeed.

Problem
-------
With membership meetings only happening a few times a year,
membership admission is seriously hampered.

Proposed solution
-----------------
Change paragraph 4.4 to stipulate that membership applications
succeed after the 10 day notice period of no existing member
vetoes the application. If a veto is received, the application
must undergo the full membership vote as before.

See the attached PDF for the actual changes. I would like to vote
on this change at the next board meeting on March 30. After that
I will move the proposal to the foundation and foundation-announce
lists to enter the 15 day veto period.
