[Grok-dev] .pyc files are still grokked

I just had a fun debug sessions, only to discover that pyc files are
still begin grokked. I thought the consensus was that that behaviour
should be optional and disabled by default? Was that decision changed,
or did the relevant code change never make it into a release?
