While I personally have no problem with you getting an svn account,  
I'll point out that you don't actually need bzr-svn to create Bazaar  
branches of Python, or even push them to a shared public repository.   
You can do all this today with no special access:

Please let me know if anything doesn't make sense or doesn't work.
