It's a CGI variable that in this case contains the root URL of Zope. If you 
are running Zope on a IIS server as /cgi-bin/Zope.exe, that's exactly what 
will be in SCRIPT_NAME. This way you can create absolute URL's without 
breaking the site when moved to another location.
