The ZCL provides the following services:

- Help lead the writing process by proposing some high level Table of
Content for all ZDP, but more focusing on the delivery of a Zope book.
- Allow any new writer to pick a non yet written topic/piece, from the TOC
and contribute a draft covering it.
- Track changes from the ZDP community.

We propose that ZCL be managed through an XML document and a "History of
Changes" view.

Actors of the ZCL Process:

- Content (draft) submiters. Simply called: Submiters
- Reviewers
- Maintainer(s)

The ZCL process phases are:

1. Elaboration

- Use the mailing list to collect proposals and build a startup high level
Table of Content. It is important that this table of content do not contain
details, and if possible only specify the different parts and topics
contained in the parts.
- Create the XML document for storing the table of content.
- Set the application logic for viewing the table of content.
- Create a view of ZDP News that concern ZCL updates to give the history of
changes.

2. Development

Maintain the ZCL changes and evolve it toward a real book TOC as the ZDP
project progress.

The different tasks composing the ZCL development phase are:

- Content addition
- Content modification

Content addition task:

1. Submiter submits a draft (howto, tutorial or zbook topic).
2. Submiter sends a mail to ZCL Maintainer with the following information:
Request type=Addition, Title of draft, Place in the ZCL where the draft
should fit.
3. ZCL Maintainer actions the request and submits a ZCL News update.

Content modification task1:

1. Submiter or Reviewer sends a mail to ZCL Maintainer with the following
information: Request type=Move, Title of draft to move, Place in the ZCL
where the draft should go.
2. ZCL Maintainer actions the request and submits a ZCL News update.

Content modification task2:

1. Submiter or Reviewer sends a mail to ZCL Maintainer with the following
information: Request type=Change title, Current title of draft, New title
of draft.
2. ZCL Maintainer actions the request and submits a ZCL News update.
