A comment to the paragraph below was recently added via http://www.zope.org/Documentation/Books/ZDG/current/ObjectPublishing.stx#3-18
When you are developing for Zope you almost always use the
'Zope' package as your published module. However, if you are
using 'ZPublisher' outside of Zope you'll be interested in the
published module interface.

So my interpretation is that the statement "use the Zope package as your published module" means "install your component into Zope let Zope publish it".
