"Use CVS" is unchecked in the public info page and indeed there's no
"CVS" link in the summary header.  Maybe turning that off just removes
the link but doesn't actually disable the cvs repository?  That would
make some sense (what if I accidently unchecked that and it deleted
the cvs repo?).

I think this is good enough.  If someone's still motivated to look
behind the curtain, all bets are off.
