zope-coders, at least, is the mandatory list for people with checkin 
privileges to cvs.zope.org;  if a discussion of SVN vs. CVS is off-topic 
for that list, then I don't know where it would be on-topic.

BTW, I have never heard any advocacy (on zope-coders) for another 
alternative than SVN.
