[ZODB-Dev] ZCatalog for standalone ZODB use

As alluded to in earlier messages, I've put together a packaging of
ZCatalog (from Zope 3.1) for use with standalone ZODB. I'm calling
this "alpha 0" because it's had very minimal testing, but it passes at
least some minor sanity checks.
