[ZODB-Dev] Why is CHANGES.txt in src/?

Hi,

is there a reason why ZODB's "CHANGES.txt" lives in ZODB/src/ instead of
ZODB/ as in other packages?

I keep tripping over this and wonder whether it's accidental or intentional.
