Hello,

to answer my own question: the problem was related to debugging messages
printed. This does not work when not logged in at a terminal to which the
messages can be written. Writing only occurs in case of anonymous usage, as
observed. For remedy, comment out as follows:

lib/python/Products/PTKBase/Toolbox.py (from PTK 0.71)
[...]
        for action in actions:
            if not action.has_key('permissions') or not
action['permissions']:
                # This action requires no permissions
                filtered_actions[action['category']].append(action)
                continue
            for permission in action['permissions']:
                if user.has_permission(permission, obj):
                    filtered_actions[action['category']].append(action)
                    break
#                else:
#                    print "Action discarded:", action
