the latest CMF has a setting in the Types Tool (portal_types in the root of
your CMF site) that toggles the 'discussability" on a content type basis.
AFAIK the default setting is to disable discussions and you will need to
visit the types tool to turn them on.

"attaching" a discussion is probably the wrong wording. if you turn
discussions on for a type of content you will see a link in the actions box
on the left called "reply". this can be used to reply to a content item (or
a discussion item), and if there are any replies they are immediately shown
on the view page of the content item they belong to.

basically, there is no "attaching" discussions, just flipping switches on
the content types in the types tool.
