I think in the next few weeks we should see something coming out of Zope2.7
Lalo Martins is also working on a ZPT implementation that will allow for
leveraging the i18n namespace.
Florent is close to i18n'ing parts of plone by using localizer.

so the answer is: at the moment, the utilities that would allow plone to be
i18n ready are being worked on.
They are in various states.  I envision i18n infrastructure starting the
land in the next 45 days.  Until then..
I'm not quite sure what you can do ;'(
