[Zope-CMF] 1.3 Anonymous can't view Members

Probably because Roster is protected somewhere and I can't find it?

So I thought I'd give Members/index_html the "Member" proxy.

But when I try to do that I get the infamous:

 "You are not authorized to change index_html because you do not have proxy 
roles. "

Of course, I'm logged in with Manager rights. I thought this was fixed in Zope 
2.5?
(I'm running 2.5.1)

So .. is setting Proxy the solution for anonymous not being able to view the 
membership roster?
