[Zope-CMF] Limiting the 'Submit' action

I am trying to limit the use of the "Submit" action in my workflow.  I
only want the owner of an item to be able to submit a revised version of
the item for approval.  If someone who is not the owner of a item views
another users item, I would like the submit action to not be visible.

I have tried a variety of expressions using the actor variable (within the
submit transition), but have yet to accomplish my goal.  Am I even taking
the right path to achieve this goal?

Any suggestions or code examples would be appreciated.
