Correct.  Factoring the skins into "coherent" layers makes selective
customization possible, as well;  if you "flatten" the hierarchy (the
extreme case would be to customize *all* methods into 'custom', and then
have a skin which uses only 'custom'), you lose many of the benefits of
skins.

Chris, I think you may need to back up your claims that the skins tool
is at fault here with a repeatable experiment;  *I* believe the "smoking
gun" lies elsewhere (e.g., inside the actions tool).
