I think your idea is sound, but I don't want to do it at the level of
the "action provider";  rather, I want to define icons for the
"abstract" actions.  For instance:

  - All actions with category == "object" and action ID == "edit" should
    all get the icon, "quill_pen.png".

We have a "portal_actionicons" tool which maintains this mapping.  I
imagine we could factor it out for inclusion into CMF 1.5 or so.
