[Zope-CMF] effective_date

I changed the effective date of an element to some point in the future.  I
got mixed results.

1.  The item is View-able by Anonymous users BEFORE the effective date.
That's not what I expected.

2.  The item is not returned by portal_catalog searches.  That's what I
expected.

What am I missing about #1?
