Log Message:
Moved all Zope 3 references (via URLs) to a single JS file. But instead of
creating setup.js, I created the template setup.js.in, so everyone can
make their own setup.js and it will not conflict in CVS.

Updated INSTALL.txt to reflect that change.

Updated CHANGES.txt adding new tasks.
