I just had a look at http://www.zope.org/Builder, and have one initial comment.

You might consider omitting the XML prolog i.e. ?xml version="1.0"
encoding="UTF-8"? This will still leave a valid XHTML doc.

The XHTML spec says (http://www.w3.org/TR/xhtml1/#docconf):
"Note that in this example, the XML declaration is included. An XMLdeclaration
like the one above is not required in all XML documents. XHTML
document authors are strongly encouraged to use XML declarations in all their
documents. Such a declaration is required when the character
encoding of the document is other than the default UTF-8 orUTF-16."

Seemingly, Mac IE refuses to display content when the prolog is used. I imagine
some other browsers would be confused also.
