[ZWeb] HTML standards in new site

As part of meeting our first milestone next Friday, it would be good to mak=
e the front page layout be finalised in code as well as looks.  This means =
we need to make decisions about the browsers we'll support and the standard=
s we'll try to meet:

XHTML1.0 / HTML4.01 / HTML4 transitional or flavours thereof / HTML3.2 / Ne=
tscape 4.0x / IE3

My own preference is to meet as many standards as possible *where practical=
*.   I prefer:

styled with stylesheets
layed out with tables, but as few as possible
should look really good in NS 4.0x and IE 4 up
should be useable in text browsers (for accessibility reasons)

we *could* do a fanatically standards-compliant skin, and do a browser snif=
f for broken browsers (i.e. about 90% of them).
