[ZWeb] Zope.org and New zope.org status

The main motivation for not doing this is most people who will be able 
to provide a good mirror with a nice pipe is unlikely to want to run a 
ZEO Client but instead is already running instances of some server 
(although Im sure someone will prove me wrong... I know I wouldn't mind 
my own desktop ZEO client of Zope.org ;) ).

For example running ZEO isn't practical on Sourceforge. However rsyncing 
files is a well established wheel ;)
