Note that PCGI is not used in binary windows distributions.
(This may change.) Instead a special CGI EXE is used to
talk to a LRP that runs as an NT service.
The install script puts the CGI program in the CGI directory 
specified during install.  The name of the program is the
installation name with a .exe suffix.

product_install is only used for Unix installs.
