[Zope] base href: part duex

we just discovered it was a netscape thing. 

if we pass the url whatever.com/index_html it works fine.

it puts in the base href when we just leave the url at /.

has anyone encountered this and come up with a solution to deal with it on
the backend?

has anyone had a problem with zope putting in a base href before the </head>
tag?

if so, do you know how to stop it?
