So your going from version 1.9 to 1.10.

From a marketing perspective and 
user perception.  Version 1.9 seems
"later" than version 1.10. and

Why not go to a 2.1 release?
(Skip 2.0 for the obvious reason that many
people have angst about .0 releases)
