I would think the JavaScript is your only answer,

you could create a function that loads both frames, e.g.

All untested, ;)

function doit(f1,f2){
    frame1.url=f1;
    frame2.url=f2;
}

and then create ;links sort of like this:
    <a href="javascript:doit('page1_dtml','page2_dtml')">Do It</a>
