I have a Zope product which might help with this:

  http://www.zope.org/Members/tseaver/ZI18N

The theory behind it is that each ZI18N_Document contains one or more
"locale-specific" subdocuments, and selects one of them to render based on:

  1. a cookie representing the user's locale choice

  2. the browser-configured HTTP_ACCEPT_LANGUAGE

  3. an acquired "default" locale
