Isn't it supposed to be: 
To: Nameof Persontosendto <name@server.com>
Instead of:
To: <dtml-var account>
</untested>

This can be used in conjunction with variables; for example:
<dtml-call "REQUEST.set('name','Name Person')">
<dtml-call "REQUEST.set('email','name@person.com')">

<sendmail>
To: <dtml-var name> <<dtml-var email>>
</sendmail>
I use that on my Zope site, and it works fine.
