This will make it display correctly, but not necessarily print correctly.
Printing is a browser setup issue.  Some browsers simply do not support
it.  Opera, Konqueror, and purportedly some versions of MSIE will, but
only at the cost of printing ALL backgrounds.  I don't know about mozilla?
I think netscape will not.

Purely a client side issue.

In fact, there are elements of HTML 4 that do exactly what is desired;
THEAD and TFOOT.  I just don't know of any browsers that properly handle 
them, not even Opera.

THEAD and TFOOT would also be vastly useful even on screen.  It would
make it possible to get rid of most FRAMEsets, and make bookmarks work
again.

Also, it would be really, really nice if every browser vendor would
correctly implement Access Keys.  Heck, it might even be nice if any
vendor would!
