what exactly are you doing? Using what browser from which machine?
Zope is executed with start? So zserver is in use?

May be per chance its a problem related to your browser (cache,
proxy)?

At least Internetexplorer is known to have completely cluttered
settings in that area. (Check for "ask every time for new documents")
