[Zope] FSCounter & ThreadSafeCounter

As they stand, FSCounter is specifically a page counter, with the little
odometer numbers.  ThreadSafeCounter is for generating unique numbers for
stuff - in ZopeGUD it's used to uniquely number email message containers and
other stuff.
